Project description - Urban Systems in association with Superior Global Infrastructure Consulting Pvt. Ltd. Delhi was assigned by Guwahati Municipal Corporation (GMC), funded by Ministry of Food Processing Industries, to prepare a Detailed Project Report (DPR) on a food park. The primary objective of the project was to implementation physical infrastructure for the Food Park with an objective to promote clean, sage and good quality traditional food service at affordable rates in location of tourist importance in Guwahati City, through creation of common civic infrastructure facilities and to Promote Indian Cuisine.

Project Description - Government of Assam through Guwahati Development Department and Guwahati Municipal Corporation has signed Memorandum of Agreement with the Ministry of Urban Development for implementing state level and ULB level reforms for funding projects under Jawaharlal Urban Renewal Mission. One of the reform that was envisaged as part of the reform agenda was to implement structural and administrative reforms in Guwahati Municipal Corporation.
Accordingly, under recommendation of the Third Assam State Finance Commission, Government of Assam appointed a study group ICRA Management Consulting Services limited and Urban Systems to assist the state government in accomplishing the institutional reform agenda of the ULB. The expected output of the study was to improve the overall management structure and system of GMC to bring in efficiency in service delivery functions, financial management, revenue mobilization etc.

Project Description - The deplorable conditions of the solid waste disposal necessitated managing solid waste on scientific lines, for which Urban Systems was assigned to prepare a Detailed Project Report (DPR). The DPR involved planning and engineering design for primary, secondary treatment and disposal of solid waste in the city.

4. ADB Loan 2528 IND-Institutional Development Study for Aizawl, Mizoram

Project Name: ADB Loan 2528 IND-Institutional Development Study for Aizawl, Mizoram
Client: State Investment Program Management & Implementation Unit (SIPMIU), Govt. of Mizoram


Project Description - The Project comprised of two parts: Part A covered urban infrastructure and services improvement including the rehabilitation, improvement and expansion of (i) water supply, (ii) sewerage and sanitation, and (iii) solid waste management. Part B covered Investment Program management and implementation support and a comprehensive capacity building assistance to support the accomplishment of the urban institutional and financial reform agenda, and enhance planning, operation and maintenance (O&M), revenue mobilization, and financial management capabilities of service providers.
In Aizawl, under the institutional development component the specific assistance was provided in the areas of municipal governance reform, accounting reform, property tax reforms, user charge reform, water institutional reform and enhancing capacity of the ULB in taking up PPP projects

Project Name: Baseline Study under North East Region Community Resource Management Project for Upland Areas funded by Ministry of DoNER and IFAD

Project Description - The North Eastern Region Community Resource Management Project (NERCORMP) is being funded by the Ministry of DoNER and International Fund for Agricultural Development (IFAD). The overall objective of NERCORMP is to improve the livelihood of vulnerable groups in a sustainable manner through improved management of their resource base in a way that contributes to preservation and restoration of the environment.
The project addresses critical institutions constraint to development in the North East. It is focusing on introducing approaches which are:
• More responsive to communities perspectives on needs and priorities.
• Involve the communities more in decision making and planning.
• Make communities more responsible for management of their development programmes in order to generate a greater sense of ownership of development interventions.
• Build on traditional values and participation and utilise the strength of village institutions and sustainable use of the available resources
In order to expand its activities to newer areas NERCORMP has assigned Urban Systems to conduct a baseline study in 6 selected districts spread over 3 states of Assam, Meghalaya and Manipur.

6. Programme Management Unit for BSUP under JNNURM, Nagaland

Project Name: Programme Management Unit for BSUP under JNNURM, Nagaland

Project Description - The Programme Management Unit under Basic Services to Urban poor (BSUP) under Jawaharlal Nehru National Urban renewal Mission was established to support the state government in achieving certain reforms related to urban poor in the city level as well as in the state level. The unit supported in streamlining the implementation process of the BSUP projects in the state. Accordingly a technical team was stationed in Kohima for supporting the nodal department in bringing about reforms in the identified sectors.

8. Preparation of Slum free city plan for Itanagar and Naharlagun under Rajiv Awas Yojana, Arunachal Pradesh

Project Name: Preparation of Slum free city plan for Itanagar and Naharlagun under Rajiv Awas Yojana, Arunachal Pradesh
Client: Urban development & Housing Department, Govt of Arunachal Pradesh


Project Description - The main focus of RAY is aimed at an integrated approach to bring within the formal system who live in extra-formal spaces and those denied right to services and amenities available to legal title holders, city spaces, and at correcting the deficiencies of the formal system of urban development and town planning that have failed to create conditions of inclusiveness and equity; so that, henceforth, new urban families, whether by way of migration or natural growth of population, have recourse to housing with municipal services, and are not forced to create encroachments and slums.
The preliminary activity for an integrated implementation of RAY was preparation of "Slum Free City Plan". Hence Government of Arunachal Pradesh through department of Urban Development and Housing has taken the initiative for Preparation of Slum Free City Plan for the Twin city of Itanagar and Naharlagun. Accordingly Urban Systems has prepared a "Slum free City Plan" for the twin cities.

Project Description: The project involved revision of the City Development Plan for Kohima City. The scope of work involved comprehensive assessment of the infrastructure in Kohima and assessment of investment requirement in basic urban infrastructure for a planning horizon. The assignment also involved preparation and updation of city maps, public consultation, and preparation of financial operating plan for the ULB.
